Lets keep in mind that scales of False Flag or Inside Operations are sliding.

From we found out, we observed, we got to know.... we contacted them, we followed them .. we put people around them ... we provided money .. ideas ... we couched them .... we told them how .. we provided co con conspirators ... we opened up skies ... we helped them do it ... we gave them bombs .... we bombed it for them ... .... and then we killed them? .... did they ever know what was happening? .......
but they wanted to do it anyway, right?
On this scale, Norway might be close to 0.
911 WTC, Oklahoma and London, however, are 100% we-bombed-it-for-them false flags.

And to start with, we provide a cause, an issue to stand for, to struggle for. ... Some war assault? That will elicit a just resistance, up to a point of terrorism in some cases - an eye for an eye in the eye of assaulted.
Using and killing your enemies.
Sometimes its better to keep them alive, to keep them hurting and warring and killing among themselves.
Controlling and managing the world, the privilege of a superpower, of the strongest, wisest most skilled warrior.
It is very critical that superpower wages ONLY just, defensive wars. In the case of US, the last just war was that one of WWII.
These False Flag operations are signs of high warrior war killing tactic skills.
Unjust aggressive war is about killing and prevailing, therefore it would be foolish and amateurish not to use deception and deceit.
Therefore, since you are either a war criminal aggressor, or you defend a just war, in both cases henceforth, a DECEIT might be necessary and advisable tool, one of necessary tools, in order to prevail.
Since its not ideas and justice and truth that is winning a war, the most deranged, aggressive, violent and skilled warrior will win.
IT'S THE TECHNOLOGY, stupid.
WAR IS BABRBARIC, ANIMALISTIC, UNCIVILIZED ERROR OF REASON.
NOBODY SHOULD USE FORCE, VIOLENCE WAR AGAINST THEIR FELLOW HUMAN BEINGS ON PLANET EARTH.
LEST IT WILL LEAD TO DISINTEGRATION OF OUR WORLD, OF HUMAN RACE.
WAR IS A CRIME. WAR AND SPIRIT OF WAR IS A NASTY, STICKY QUAGMIRE THAT WHEN ONCE IT ENVELOPES AND POISONS THE WORLD, IT IS VERY DIFFICULT TO AVOID IT, TO CONTROL IT. TO MANAGE ITS DEVASTATION.
We all are descendants of those who killed first.
Can we stop the cycle of human animal ancestry, of aggressive violence, dwelling mostly in male organisms?
Then lets stop the wars, stop using violence NOW.

There was no threat that the United States did not create and manifest against itself.

We understood exactly how 9/11 would play out— with airplane hijackings and a strike on the World Trade Center.
We had a good idea of the timing.
Yet for all that we tried, we could not stop it.
Forces had been set in motion.
Pushing the United States into two catastrophic Wars, and drowning our Middle Class in red ink and deficit spending to beef up profit margins for defense contractors.
Once Americans understand 9/11 as a collision of special interests, our country should be able to sweep away the false construct that has become the War on Terrorism.
We should be freed to create a more effective strategy for protecting our nation's security, without exaggerating threats and manufacturing fresh hostilities against us.
Because there was no external enemy threatening our country on that terrible day. Just Us. It was always Us.
